Error that shows after installing Drupal, or changing .htaccess file, or after installing new theme or module.

Rozwiązanie: 

try to check one by one all points of failure:
1) remove .htaccess,
2) remove new themes and/or modules,
3) change php 4.x or 5.3 to 5.2,
